　　为防止动植物疫病及有害生物传入，保护我国农林牧渔业生产和公共卫生安全，根据《中华人民共和国进出境动植物检疫法》、《中华人民共和国动物防疫法》和《中华人民共和国种子法》规定，农业部和国家质量监督检验检疫总局组织修订了《中华人民共和国禁止携带、邮寄进境的动植物及其产品名录》，现予以发布。该名录自发布之日起生效，原发布的《中华人民共和国禁止携带、邮寄进境的动物、动物产品和其他检疫物名录》（（1992）农（检疫）字第12号）同时废止。

中华人民共和国禁止携带、邮寄进境的动植物及其产品名录[1]

　　一、动物及动物产品类

　　（一）活动物（犬、猫除外【2】），包括所有的哺乳动物、鸟类、鱼类、两栖类、爬行类、昆虫类和其他无脊椎动物，动物遗传物质。

　　（二）（生或熟）肉类（含脏器类）及其制品；水生动物产品。

　　（三） 动物源性奶及奶制品，包括生奶、鲜奶、酸奶，动物源性的奶油、黄油、奶酪等奶类产品。

　　（四）蛋及其制品，包括鲜蛋、皮蛋、咸蛋、蛋液、蛋壳、蛋黄酱等蛋源产品。

　　（五）燕窝（罐头装燕窝除外）。

　　（六）油脂类，皮张、毛类，蹄、骨、角类及其制品。

　　（七）动物源性饲料（含肉粉、骨粉、鱼粉、乳清粉、血粉等单一饲料）、动物源性中药材、动物源性肥料。

　　二、植物及植物产品类

　　（八）新鲜水果、蔬菜。

　　（九）烟叶（不含烟丝）。

　　（十）种子（苗）、苗木及其他具有繁殖能力的植物材料。

　　（十一）有机栽培介质。

　　三、其他检疫物类

　　（十二）菌种、毒种等动植物病原体，害虫及其他有害生物，细胞、器官组织、血液及其制品等生物材料。

　　（十三）动物尸体、动物标本、动物源性废弃物。

　　（十四）土壤。

　　（十五）转基因生物材料。

　　（十六）国家禁止进境的其他动植物、动植物产品和其他检疫物。

　　注：1、通过携带或邮寄方式进境的动植物及其产品和其他检疫物，经国家有关行政主管部门审批许可，并具有输出国家或地区官方机构出具的检疫证书，不受此名录的限制。

　　2、具有输出国家或地区官方机构出具的动物检疫证书和疫苗接种证书的犬、猫等宠物，每人仅限一只。

Announcement No. 1712

General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China

　　For the purpose of preventing animal and plant diseases and pests from spreading into the country, and protecting the production of agriculture, forestry, animal husbandry and fishery as well as public health and safety, in accordance with the Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine, Law of the People's Republic of China on Animal Epidemic Prevention and Seed Law of the People’s Republic of China, the Ministry of Agriculture and the General Administration of Quality Supervision, Inspection and Quarantine revised the Catalogue of Animals and Plants, and Animal and Plant Products Prohibited from being Carried or Posted into the People's Republic of China, which is hereby promulgated. This Announcement shall go into effect as of the date of promulgation, and the Announcement No.12 on Catalogue of Animals and Plants, Animal and Plant Products and Other Quarantine Objects Prohibited from being Carried or Posted into the People's Republic of China as promulgated by the Ministry of Agriculture and the General Administration of Quality Supervision, Inspection and Quarantine in 1992 shall be annulled simultaneously.

　　Catalogue of Animals and Plants, and Animal and Plant Products Prohibited from being Carried or Posted into the People's Republic of China[1]

　　Ⅰ. Animals and Animal Products

　　(1) live animals (except cats and dogs【2】), including all mammals, birds, fish, amphibians, reptiles, insects and other invertebrates, and animal genetic materials;

　　(2) (raw or cooked) meat (including viscera) and its products, aquatic animal products;

　　(3) animal-derived milk and milk products, including raw milk, fresh milk, yogurt, animal-derived cream, butter, cheese and other dairy products;

　　(4) eggs and egg products, including fresh egg, preserved egg, salted egg, liquid egg, egg shell, mayonnaise and other egg products;

　　(5) cubilose (except canned cubilose);

　　(6) fat and grease, hides, hairs, hooves, bones and horns and their products;

　　(7) animal-derived feedstuffs (including meat meal, bone meal, fish meal, whey powder, blood meal and other single feedstuff), animal-derived Chinese medicinal materials, and animal-derived fertilizer.

　　Ⅱ. Plants and Plant Products:

　　(8) fresh fruits, vegetables;

　　(9) tobacco leaves (except cut tobacco);

　　(10) seeds (seedlings), nursery stocks and other propagating plant materials;

　　(11) organic cultivation media.

　　Ⅲ. Other Quarantine Objects:

　　(12) microbial strains, virus strains and other animal and plant pathogens, pests and other harmful organisms, cells, organs and tissues, blood and blood products and other biological materials;

　　(13) animal carcasses, animal specimens and animal-derived waste;

　　(14) soil;

　　(15) genetically modified biomaterials;

　　(16) other animals, plants and their products and other quarantine objects prohibited from entering China.

　　Notes:

　　1. The animals and plants and their products and other quarantine objects carried or posted into the country, approved by the relevant national administrative departments, with the quarantine certificate issued by competent authorities of the exporting country or region, are not affected by the catalog.

　　2. One person is allowed to carry only one dog or cat with animal quarantine certificate and vaccination certificate issued by competent authorities of the exporting country or region.
